Section 18 of the Fire Services Act 1981 places a duty on the person having control over premises to take all reasonable measures to guard against an outbreak of fire and to ensure the safety of persons on the premises in the event of fire. Section 11 of the 2005 Act requires employers to prepare and revise adequate plans and procedures for emergencies and to designate employees to implement them. Enough wardens means enough to clear every occupied area quickly, on every shift, with cover for absence.
A common starting point is one fire warden for every 20 to 50 occupants on each floor or in each defined area, with at least one warden and one deputy per floor. Low risk offices with able bodied staff sit at the upper end; higher risk premises, sleeping accommodation, healthcare, premises with members of the public or people with disabilities need more. Large open plan floors are split into zones, each with its own warden.
